C2ES @ COP28

C2ES will be at COP28 to accelerate cross-cutting climate action through international negotiations, business engagement, and resilience-building.

Why is COP28 Important?

The world urgently needs to scale up climate action, and COP28 presents a crucial opportunity to accelerate international climate ambition and implementation. 2023 has seen unprecedented climate events, from record-breaking extreme heat to catastrophic floods, fires, and droughts. According to this year’s IPCC Sixth Assessment Report, the international community is off track to meet its goal of limiting global heating to 1.5 degrees Celsius. COP28 could, however, put the international community back on a path toward a sustainable future.

What to Expect at COP28

The COP28 Presidency has outlined four paradigm shifts to guide climate diplomacy at COP28:

  • fast-tracking the just, equitable, and orderly energy transition and slashing emissions before 2030
  • transforming climate finance by delivering on old promises and setting the framework for a new deal on finance
  • putting nature, people, lives, and livelihoods at the heart of climate action
  • mobilizing for an inclusive COP.

Issues to Watch

Global Stocktake (GST)

Parties can leverage the GST to drive a shift from incremental progress on climate action toward transformational levels of implementation, fairness, and ambition.

Global Goal on Adaptation (GGA)

At COP28, Parties will operationalize the GGA based on the framework agreed to by the Glasgow-Sharm el-Shiekh Work Programme.

Loss and Damage (L&D)

Parties are expected to agree to: operationalize the L&D funding arrangements including the fund based on recommendations by the Transitional Committee at COP28; and operationalize the Santiago Network.

Mitigation

This year’s final dialogue of the Mitigation Work Programme (MWP) took place in mid-October. The fossil-fuel phase down is expected to take center stage in negotiations at COP28.

New Collective Quantified Goal (NCQG)

The NCQG will succeed the USD 100 billion goal that rich countries agreed to, considering the needs and priorities of developing countries. At COP28, Parties will provide further guidance on structural elements.

Just Transition

Parties will host the Just Transition Work Program’s first high-level ministerial roundtable at COP28 and adopt the modalities and terms of reference for the work program.
